Lamination error or just damaged?

Stained? I haven't seen that before.

 

Is it peeling? If not the coin was not plated in those spots

error coins are not my normal field, so thanks for the tip.

 

Just damaged IMO , that's not the way it came out of the mint.

 

The small scans do not help much, but from what I can see, nothing about this coin says error.

 

It's just stained.

 

I don't think it's stained because the copper color is also showing on the rims. However, I am thinking it is just a bit of PMD.

 

Quarters are not plated.

Whether it's missing a partial clad layer is something I can't tell from the photos. Something doesn't look right.
