I'm new to this, and am guessing this is coin was maybe run over or someone had fun with their jackknife at some point. The obverse is worn (obviously), but it doesn't show the kind of damage you'd expect from a vice or pliers. Looking closely at the III's it occurred to me that it could be some kind of strange strike through or lamination error?... Again, I'm just trying to learn, so I'd appreciate any input those of you who know about these things might have. Thanks!

Looks like someone had a bad day and took it out on your coin. Welcome to CT Babylon.

Yes, It is PMD. If it was damage on the die, the marks would be raised on the coin. If it was damage on the planchet, the lines would run beneath the III and wreath.
