First I thought PMD but with the areas raised I'm not sure ? Perhaps a broken die ? Thanks for any help.

Altered coin. Do you really think a broken die would look like dread locks on old Abe?

I agree with Rick. Looks like someone was making a hobo penny.

No. Do a search on 'hobo coins' and you will see that people engrave, etch, carve, or otherwise alter the bust on any given denomination coin to change the appearance of the bust. It is considered a form of art.

Though this one is crude as far as hobo coins go, some are fantastic and sell for lots of money.

    I think it's neat :)

Could it be a glue job? How did the dreadlocks get raised if it's a carving?

it's definately a hobo coin , the dreadlocks are raised because the maker used a tool that dug into the coin metal and pushed the raised areas up. a damaged coin will often have damage that is raised because sometimes when something bumps into a coin it digs into the metal and pushes it up in the same way this coin was atered.

If he'd been growing them since '67 (pick your century), I think Abe's dreads would be longer than that by now.
