Those are likely somebody's initials that were counterstamped for no particular reason other than to indicate who it belonged to. There was however a jeweller, in I beleive in Vancouver, B.C., who counterstamped Canadian silver dollars, starting in 1935, with the intials "J.O.P", that sell for big dollars. They are scarce and see them advertised starting at $600.00 in A.U condition.
