I'd hold onto it until someone else more knowledgeable chimes in though I'm pretty sure I'm right on this. With a clip that big you should be able to see at least a bit of a Blakesely Effect.
It looks legit to me. Look at the weakness of the lettering toward the lower portions of WE TR. That's pretty characteristic of the way the letters form when a coin is struck on an incomplete planchet. I can't be 100% sure but I'd go 85% sure at this point. Look at the clipped portion to see if there is a slight raised line about 2/3 down the wall of the "clip". It may not be visible since the coin is circulated. When blanks are cut from the metal strips, the cut only goes through a portion of the strip to cut the planchet. It doesn't cut the entire way through the strip. You can often see the line that I mentioned as it is a remnant of how the blank is broken away from the coinage strip. If you can see that line, than I go 100% sure.
I'm thinking this one may be real , out from this place is what appears to be another tiny clip I was about to say about the same thing as you said , another thing that makes this look like a mint clip to me is that there is another area that looks like another tiny clip that is in the apporiate area for it to be a extra clip.
It depends upon the degree to which the planchet is effected as well as if the date does or does not show. Some incomplete planchets show more than one missing portion depending upon how the blank was cut from the coinage strip those are worth more. There are different types of "clips" as well. Curved clips, straight (edge) clips or ragged clips... The condition of the coin as a whole also effects the worth of the piece. So the different variables dictate the value.

The Blakesly Effect is not always present. While it's a good diagnostic when present, when absent you can look at the metal flow from the devices towards the clip. As foundinrolls pointed out, you can see it on this coin with the weakness in the letters adjacent to the clip.
I can't see the line. Oh well. Any guesses as to what it's worth? Probably not much due to the factors you mentioned...

By the time you sold it on the bay, you would probably lose money. The fact that it is circulated and has that clump o' stuff on the obverse makes it a tough sell. If it were my coin I would try to sell it on a forum. I don't know the proper protocol for selling on these forums so check out the rules first.
