Yup........but I don't think it's been harshly done from the pics. Remember, there was a time in the past when it was thought permissible to clean coins.
Plus a good dent above "M" at reverse. It looks like metal was peeled, but not fully remove. That's serious affect the grade itself.
I would agree, that is at best about an $80 coin given the degree of wear and that gouge. But harshly cleaned ? I don't think so.
