Older(?) ANACS slab: how old?

Is there any way to tell how long ago this was graded?

well it seem anacs started makeing plastic slabs in 1989 but when amos baught anacs in 1990 the cert numbers didnt use letters so this has to be sometime after 1990

 

and now i have narrowed it down even more by counting the barcode letter which equals 19 so some time after 2000

"The 17 character barcode was added two generations later (ANACS 13) around 1991 - 92. there were other changes over the years and the barcode was extended to 19 characters in April 2000. (ANACS 15)"
