I will go with 67

 

ms65, without the half circle it will never grade higher then ms-65, heres a photo of what I'm talking about

 

I would say 65. Overall pretty clean but I would never give higher due to the chatter in front of the face. TO me that is the prime focal area on the obverse after the cheek.

 

I'm thinking MS66, but I've had a lot of MS67's that I submitted to NGC that look about the same.
