    My guess, without checking my book, is Turkey or Pakistan.

    It is from Pakistan, Krause catalog #= KM#24 denomination- 1 paisa, metal-bronze, size 17mm, mintage- 39,990,000
    grade/value F-$0.20 VF-$0.35 XF-$0.50 UNC-$1.00
    interesting find.
