I assume this is the CW link the OP was referring to as the variety is mentioned. Wexler's link (scroll down approx. 65%) shows the same specimen provided by the OP. This has been discussed elsewhere, so if you wish to read more, just google "WDDR-018" along with the date, mint, and type.

To me it looks like abe just laid down the surf board to hang loose for while

If this were the discovery piece submitted to Mr. Wexler, common sense would dictate that he would photograph it for his files.

 

I get it. So then the surf board coin could be this kind of doubling as well?
