I have found a 1969 silver proof set of Union halfs for each state from the Franklin Mint for $280.00 , is this high ? Does this set have any collectors value? They are all .45 oz.

Very rarely do sets like this have any collector value. Their value is determined soley by the weight of the silver in them and the price of silver at the time you buy or sell. If there is one for each state the silver value would be about $288.

Yes, I realized my mistake when I reread your post, that's why I edited my comments to reflect it.

    0.45 ounces (assume sterling) X .925 X 50 (states) X 12.85 (Friday close for silver) = $267.44 in silver melt.
    Then it become your choice.
Is the premium worth the extra cost ($280 less melt of @267.44) = $12.56
Yes, if the price of silver goes up.
Also, yes if they are 100% silver (or .999 fine) then melt = $ $289.13.
Remember that you never get full silver, there are profits, smelting fees, etc. involved.
