It's a private company trying to take advantage of the US Seal to mislead people. They probably had the wrappers specially made to further mislead everyone into thinking they are original uncirculated rolls, but you can bet your bottom half dollar that they have already been submitted for the highest grades, and these are the dregs that didn't make the minimum grade. They probably spent 5c for the wrappers, $1.95 for the bag and sold $50 face in halves for $75-100. Chris
From 1971 to present, there isn't anything special going on with Kennedy half dollars. There is a little premium on the years 1982, 83, 85, 86 and 1987 in higher grades. Now if they have the S Mint mark that will help. Those are proofs, and if made in silver; even more so.

Like it was said unless they're silver or proofs with an S mint mark , they are worth 50 cents each .
I see $53.50 in face plus the cost of the bags in the picture alone. I guarantee they didn't sell that to you for $40. You can see at least two, maybe three rolls still in the bag on the left side. There are twenty half's in each roll. Do the math.
Aw heck, go easy on him. Lord knows I've pulled a few boners......... (oh dear. Is he allowed to say that?)
Your right green. I have admitted to a few dumb moves myself. I acknowledged one on a shipwrecked coin I purchased, in a CT post yesterday. But hiding a mistake by trying to say there was none, doesn't help either. Perhaps my comment should have been kept to myself. I know better.
