Could These Pennies Be Errors?

    Hi, I was going through some pennies today, and two of them caught my eye. The first is a 1999, is this struck off center? The reverse has a full rim on it, cant get that picture to work. And the other penny is a 1989 penny. It has circle type marks around the rim (It looks like the circles were there before the coin was struck). I've never seen this, maybe its just from another penny? I'm not sure. What do you guys think? Thanks!

    '99...struck by a slightly mis-aligned die. Unless the devices are affected, there is no extra value.

    '89...struck with worn dies. Common, no extra value.

    Thank You! I knew I didn't strike it rich. Now I know what a worn die looks like!

    Oh, you haven't seen all of the things that a worn die can do.
