$20 error note ?????

Wondering if this is rare and worth anything. Looks like to much ink used on seals and serial numbers. Can really tell on black ink. Thanks in advance.

it's a quite common occurrence with notes on the top or bottom of a strap

 

Looks like a very minor error. It's not that dramatic of an error, so it wouldn't be worth a whole lot. Still neat though!
