Is this an error?

    I found 2004 Texas quarter with a P mint mark but the edge of the coins appears to have no copper in it. I was wondering if it's there and I can't see it or if maybe it was made on the wrong metal.

    cpm9ball CANNOT RE-MEMBER

    It does appear to have a copper core, but the clad layer probably covered part of it when the planchet was cut from the sheet.
