Hrm this one looks tricky because it looks like it could just be some sort of die deterioration, damage or it could be a die clash. Think someone who can better attribute this would know for sure. But i'm leaning towards die clash.
AlexMoore got it right , this is a die clash. It probably was once a major clash and the mint workers ground and polished the die. This is evidenced by the heavy polish marks on both sides of Lincoln's profile.
this clash was probably awesome before it was polished away. I have seen a few 83 cent coins with heavy clash marks . a few of the coins from the die probably escaped the mint before the clash was detected.
