Very true. When PCGS started they said they would not slab cleaned coins, not even just dipped ones. And they would never ever put problem coins in one of their holders. A little later it was "well maybe dipped one are OK, but not over dipped or harshly cleaned ones." Then we started seeing over dipped early date coins in their slabs and they said "well these are so old that over the years so many things have been done to them that we are a little more lenient with them, but no harshly cleaned coins. Then we started seeing harshly cleaned early date coins in slabs. Then remember what they said about never ever putting problem coins in their slabs? Well about five years ago we started seeing "Genuine" slabs. "Well these are problem coins, but they are genuine so they really do deserve to be in a slab so there is no question about their authenticity. But we will NOT put grades on them, just mark them as genuine." About two years late we start seeing details slabs - with grades. And we have had similar honesty from the other major TPG's as well. The service have always charged for everything. The only real exception has been if you submit something they are not able to come to a decision on. They can't tell if i is real or not, or it is so far gone that they can't say for sure what it is. Other than that you either got a slab or you got a bodybag and they kept the fees.
