They accept it and will write the grade of the details and then put details so we all know it was cleaned they are worth much less !!!!

Thanks for the "like". I just wanted to acknowledge that others probably answered his question. I also wanted to point out that while a cleaned coin may get slabbed, it is theoretically ungraded despite having XF, AU, MS or whatever details.
Not sure how far back it goes, but PCGS charged even when they used to return coins bodybagged. You are paying for an opinion, and the slabbing. You have to pay for the opinion whether you like it or agree with it.
They most certainly did charge back then. It really stung to know you wasted your slabbing money, the coin is worth much less than you hoped for and wasn't encapsulated at all - just returned in a flip.
