It's called an unstruck planchet. You could probably sell it for a buck or two on ebay. They are quite common.

It is as you call it a "coin blank penny", although the correct numismatic term is "unstruck type 2 planchet".
I would think not since the mint gives them out for free when you take a tour. They also send them out by the thousands to YN programs all over the country
I found one in the reject slot of my credit union's coin machine about two months ago. I am surprised they make it into circulation and someone doesn't notice.
