I don't quite get the question. San francisco stopped minting business strikes after 1974, so the number is obviously going to be lower. San francisco currently strikes coins solely for proofs and proof sets, and special releases. There is a difference between mint set and a proof set. Mint sets are uncirculated examples of business strike coins. Proof sets are sets of proof coins, struck in San Francisco. They bear an S mintmark and have many characteristics unlike those of a business strike. After 1974, yes, any S coin is a proof. (Aside from 1979-1981 SBA dollars.)
For state quarters that is correct. As mentioned there are business strike quality 2012 and 2013 ATB quarters. The 2012's were NOT in the mint sets though. It is too soon to know if the 2013 S business strikes will be in the 2013 mint sets.
Yup, no San Fran's in my mint sets. Just another way for the mint to collect a few extra bucks from collectors. Anybody know if any of the newer albums have a hole for the 's' business strike?
