Yes, that is a Dutch coin - more precisely, a gulden from the Republic of the United Netherlands, or Republiek der Zeven Verenigde Provinciën. In those years (late 16th century until late 18th century) the Netherlands was a union of several provinces which all issued their own money but according to common standards. The standing woman is an allegorical representation of Liberty; the hat is probably a Phrygian Cap (also a symbol of freedom). The word next to the digit "1" indicates the province, but I have not been able to read that ...

Just checked the enlarged view, and I think it is from Gelderland ("GEL ET C Z"). Here is a similar coin. Sorry, no idea about catalog numbers, but maybe you can now "locate" it. :)

To answer your question avi, no it is not unheard of for some coins to not be listed in a catalog. In fact there are some that are not listed in a book of any kind.

I believe the coin is known as an Utrecht Gulden, KM 76 (Wiki) or NGC referenced it KM 102.1. It seems that most specimens are dated 1697. Seems like a rare date. Seems like there is a disconnect somewhere with the references.

But if it was from Utrecht, shouldn't it say something like TRA or TRAI? I checked the parts of the province name that can be read easily, and the only match I came up with is Gelderland. The "ET C.Z." means "and County of Zutphen", I think.
