A cows ear-tag, which was used to identify ownership or different breeds of cattle which didn't have an owners brand. The number 133 would/could have been entered into the auctioneers ledger. Ben
Tool tags were used in various ways in industry to keep track of tools. Frequently the tools were numbered and when a man checked one out of the "crib" or the tool room the tag associated with the tool would be placed on a post with his name or crew on it. It would then be returned to the in house board when the tool was returned. These tags were used sometimes as room key tags in hotels and identification tags. Sometimes you can find unknown good for tokens, dog tags, or just about anything else converted to use for something like this. The face will usually be ground down and then number punches applied.
Could also be a acountabilty tag used in mining. Any mines in the area it would be hung on a board showing which men were in the mine then removed as you came out.
