Looks like a hit and some mechanical doubling.

Maybe it is a plating blister or a tiny die chip where the arrow is pointing. But I don't think the coin is a DDR.

I agree. There sure do seen to be a lot of those recently.

 

I'm kicking myself but I think it's a neurological problem and not because I'm missing out on this coin.
