Unplated quarter

    If you have access to an accurate scale, the weight would give you an indication.

    At this time I don't have a scale. would a post office scale work?

    Quarters are not plated.
    Your coin does not look as though it is missing its clad layer, it looks like it suffers from environmental damage.

    No. A postal scale is typically accurate to .1 oz or about 3 grams. You are trying to detect a shortness in weight of about 1.1 grams.
