I dont know too much about these other than that this one has been graded and is toned (hopefully it's authentic toning.) But was the $17 i spent on it a good price?

Low mintage, 2000. I think you did fine. St. Martin is part of the Guadeloupe Islands ruled by the French. The coin is an Essai, 0.25505 ASW. Nice coin.

I think its a coin of double thickness

A pattern coin, usually for collectors, issued by French speaking countries. Note the denomination is 1/4 Euro.
A double thick coin is called a Piefort, I see most often in United Kingdom.
