I'm not very good at this yet, but I'd say definitely cleaned and I'd be worried about where it was dropped on the reverse rim. Still, it's a pretty coin and would likely do well at an auction or on Ebay if you ever decided to resell at a later date. Just not sure that I would send it in for grading.
Cleaned. XF details. Yes, CC dates are good to have, but cleaned coins are severely devalued. One can get a nice, uncirculated on of that date for $500.
Nice cleaned coin , I agree with High XF Details . If it was mine I'd put it in a manilla envelope and let it get some color .
I'll be slightly contrarian here - while I agree it has the appearance of having been cleaned, on the other hand, in terms of wear, I'd say it might grade out as a low end AU.
