it's a lamination. Nice find.
I agree with Matt - that is a nice lamination.
Actually I have a bunch of this kind of problem, what are they worth?
They are pretty common on coins of that era... Neat but not worth much... Maybe a buck or 2 on eBay.
Finally, a coin worth more than face.
So the 1 and 9 are messed up by the lamination issues, but what is going on with the 4?

Does a lamination look like that at the mint or does it develop over time?
