I would say Lincoln Memorial Cents or Jefferson Nickels, but it's really a matter of personal preference. I started with Memorials myself.

Best is a matter of opinion. Everyone will have their own favorite. It also depends on what you are collecting for. High grades? Dates? Errors/varieties?

Roosevelt dimes and Jefferson nickels are the least expensive. Next I would go with Lincoln pennies and mercury dimes or Franklin halves.

Pre 1964 Roosevelt and Mercury dimes. Easy to find, and they have instrinsic value and in 63 or better condition are pretty too.
