    No. I see a bunch of little dings and scratches on both the obverse and reverse.

    That coin is FAR from MS-67. I see lots of broken luster and numerous contact marks and "chicken scratches". I am not so sure the coin is uncirculated but if it is I would say it would grade no higher than MS-63 due to the marks and diminished luster.
