Know anything about this countermark? Or can you help me ID the host coin?

Thanks! The coin is 27mm in diameter - how do you tell it apart from the 4 piastre?

I wonder why the counterstrike was used. Was there a tax placed on circulating coins or something like that?

Also, what would you grade this piece? I'm still learning about how to grade counterstruck coins - do you primarily grade the counterstrike or the host coin?

Also, I found an unrelated article on the smaller Tunisian "dime sized" coins that was very interesting reading: http://www.dewardt.net/dimebook/Tunisia.pdf

Denomination is just above the date.
