2013 Proof Set - What is wrong with this quarter?

    I got my 2013 proof set in the mail today - an annual birthday gift. As I was checking it out, I noticed some gunk at the top of the White Mountain quarter on the rim. I looked in the sunlight and it is the same metal and finish as the frosted part of the coin. It is above the M and the ITE What do you all make of it? Thanks!!

    looks to me as melted plastic the machine must of been to hot when it sealed the Pack
