Besides being too small and washed out? I can't see the coin well enough to try to attribute it, but I would say wrong variety - bouncing against some other 106's Liberty does not look right to me.
You are correct. This was misattributed by ANACS and then sold on Heritage in 2006 without the error being noted. Never trust the holder! It is one of the 10 sales listed as a S-106. Those who enjoy the attribution process can take a stab at it's proper attribution.
