I need help with a 1995 coin, well the 9 is missing after the 1.

The 1995 P quarter has the first 9 missing. It looks to clean to be files down or maybe greased up, well that's kinda how I see it? I need advice with this quarter to see if it has any value more that .25 cents. Here's two pictures in a Lil bit of different lighting. Give me your guys thoughts about it, thank you guys I appreciate it. Ps I'm new at coin collecting but I'm liking it.

Im gonna say struck through grease although cool unfortunately its not worth a premium.

David, in order to keep the machinery operating efficiently, lubricants are necessary just like any other mechanical device. These lubricants can adhere to planchets at most any point on the production line and then be transferred to the dies in the course of striking coins. As the press continues to strike more planchets, the grease can build up and even collect debris such as dust particles, fibers, lint, etc. All of this can become compacted in the recessed devices of the design. Sometimes, that part of the design will appear to be weakly-struck, and other times it will disappear completely.

Here is an example of a 1921 Morgan dollar in which the "F" in "OF" is partially obscured by a grease-filled die.
