first question comes with pictures are these full bands the lines go all the way threw and i can feel them raised what grade does one have to be to have full bands
Any grade can have FSB or FB status but it usually wears off at EF . That said there are MS-67 coins that don't meet the designation and AU coins that do . The middle horizontal band on yours wouldn't get FB designation at either service . Usually the top and bottom bands are always split , the middle horizontal band is the most important one . At NGC all 3 bands need to be completely split , at PCGS they count only the middle horizontal band . But like I said even if the middle band is flat the outer bands are usually fully split , but there are exceptions where one of the top or bottom bands may not be split and the middle one is , though that is quite rare .

well inless im refering to raised the wrong way i can put the middle of my fing on the spot and feel the bump i can also see the bands sticking up over the area with 60x not sure what the big deal is
No big deal, just never heard the terminology about "feeling the bump" (and I've been collecting since 1952). I do remember when I was in 4th grade and we had a blind (visually impaired) student who could "read" the date on coins using his fingers (similar to braille, I assume).
To tell the truth Greg , I'm not sure the tpgs will give that designation to an AU coin , but I've seen it marked on dealers 2X2s and pretty sure I've seen it on slabs.
