It's a stemless reverse, C1 variety. The point of the highest leaf under the O in OF is just to the left of the center of that O. On the C3 that leaf is well to the right of the center of that O. On the C2, which is the really expensive small 5 stem, that leaf is closer to the centered under the O, but the whole wreath is also shifted couterclockwise. So on the reverse of C2 the highest leaf under S in STATES is directly below the left edge of S, which the second highest leaf on the right wreath stem is practically under the E in UNITED.

    Summary:

    small 5 - eliminates C4
high leaf under center of O in OF - eliminates C3
high leaf under center of S in STATES - eliminates C2

Only one comment, this is not a small 5 it is the medium 5. C1 is medium 5 stemless, C2 and C3 are the small 5 coins (Both rare), and C4 is the large 5.

The key to the small 5 is that it's so small it looks like it can fit INSIDE the 0 digit.
