So I've bought a few proofs lately. Sacagawea and Eisenhower. In oth cases I've found a scratch, near her face and at the bottom of the tail of the eagle on the Eisenhower. Now both are very minor but being prods and of the mirror fields it bothers me. Is this normal in third party cases, is it something when encasing them or is it a par of being pr69 and not 70? I just find it annoying on proof coinage.

There is really no way of knowing where or when the scratches may have occurred unless it was an item that you got directly from the Mint.

Are you sure they are scratches on not die polish marks. With that said if they are hair lined it shouldn't grade over 65.
