Looks most definatly like an artificial tone, so I don think the value will be very high.

Scotty, that coin is definitely artificially toned. As to the condition, it looks like an ms-63 possibly a 64.

    Looks like it's already graded/slabbed.

I would say that coin is definetly naturally toned. Proof Indian Cents typically come with vivid purples, blues, and oranges.

The reverse picture looks like an NGC holder, but the obv raw.
    So, is it slabbed?

Do you believe it is artificially toned and graded a ms60 by ANACS? I bet NGC or PCGS would have slabbed itl. I seen other indians that have been slabbed by them and the look more artificially toned than this one. I also feel the ms number is too low. I was comparing high res pics of indians at heritage auctions in ms63/64 of NGC/PCGS and mine looked closer to MS64. Just my input, I still may sell it in the future, it does look really nice.
If it is artificially toned how do you guys think they did it?
