How it could happen is that late in the year when they are still making 1942 dies they start building a stockpile of 1943 dies as well. So for awhile they are making both dies at the same time. So a die gets hubbed as a 43, goes back for annealing and when it comes back it gets hubbed with a 42 hub. Result is 42/43. That hasn't happened here but that is how such a thing could happen. Think about the 42/1 dime. Both dates are equally strong, so how do you know it is a 42/1 and not a 41/2? Usually the first hubbing is the weaker one, but in this case there really isn't a "weaker" hubbing. So it could be either way. Convention is just that the later date is over the earlier one.
