The tarnishing may be what collectors call toning and may add a premium. But yes, it is normal, please don't clean them.

tarnishing is a harsh word new guy. We prefer "toning," which is more accurate. could you post some pictures? Welcome to Cointalk.:welcome:

Save money on this set unless you get them for melt value.

A true PCGS Silver MS 70 1st Strike Delaware quarter was selling for 10k at one time. I think it's worth $2,000 now.

Buy Morgans in MS 65 or better or buy IHC's to start your collection. Statehood quarters were polluted by those late night tv shows selling MS 67's and Proof 70 coins like candy.

Welcome to the forum my coin geek buddy. G

Is it normal for these sets to be toned? I don't think they are all toned by a long shot. You should be able to find one that has no toning very easily.
If you don't like the looks of it, perhaps you can return it for refund or exchange.

BTW, the types of "tarnish" that is desired by some collectors will have rainbow colors as you turn the coin in the light. If the toning is advanced to dark brown or black your coins may be damaged.

Toning is a natural process of coins/coin collecting. Coins will discolor "tone" based on storage condition, the air and humidity that comes in contact with them (those mint sets aren't air tite) and just over all aging will tone coinage. Like others have said, some people enjoy it and some don't. You can easily buy sets/coins toned or untoned depending on wether you desire such a thing or not.
