1988 Date Repair?

    The field texture around the 9 is completely different then the rest of the coin. Repunched die?

    I'm not seeing anything other than a normal coin. Possibly some die scratches but that's about it.

    Not the greatest pic but again the field around the 9 is completely different surface than the rest. Looks like ripples in water with flat smooth ground around it.
