Nice coin MD, but this is just an observation. It seems that the TPG's are more lenient with Morgan's than any oher series.
They have to be more lenient. Most of them sat in mint bags for years, and contact marks are extremely common. Also they are such large coins, being jammed into a mint bag made a fair degree of contact inevitable. When you don't see contact that much, that is when ya tend to see MS 65 and above for Morgans. I agree with you in terms of that coin being a marginal 64. I think it is the very low end of the 64 grade--i bought it for eye appeal and color.
