1960 is a common year, but should hold its value pretty well as long as silver doesn't go down in price. The sets from the mid-1950s and older are much more rare and have more potential to appreciate as long as the mint keeps making proof sets and people keep buying them. Of course the old sets are expensive already compared to the common ones.

I would think it depends on what you call 'investment'. Any numismatic item has value - more to some than others. I'd also think you'll never lose on the deal..but I'm just a collector so I have no real insight. I'd say the silver proof set is a good buy.
