Don't think it's a lamination, as those are exceedingly rare on post-1982 cents. That being said, I am not quite sure what it is. It could be PMD, but it also has some resemblance to a partially plated cent. I await the reply of others for this thread.
I found one like this not too long ago... Had no clue what it was. I'll try to find it and see if it looks the same as yours.
