    It's a 1994 D cent that has been severely abused after leaving the mint.

    So the silver just a part of what's underneath the counter

    Looks like the copper was rubbed off to the zinc.

    Beginning in 1982, US one cent coins are copper plated zinc. That silver color you see? That's where the copper plating has worn off exposing the zinc core.
