I picked this piece up yesterday. I can say I've never owned one of these...let alone haven't seen a double struck barber quarter.

Interesting piece. How did this happen, was it a rotated double strike, or is it doubled die or something else? Anyways, very nice pickup, whats it's grade?, nvm you just posted the above.

What's going on down there on the reverse? There's like an arc of black running through the TER of QUARTER ... what gives?

The coin was struck once normally. It didn't eject from the press properly, so was subsequently struck once more (still being held inside the collar, in this coin's case).

The slab label, if it can be believed, indicates that the second strike was a broadstrike without the collar. Personally I agree with igrade, it looks like a double struck in collar with rotation between strikes. The only problem I see with that description is it appear to have a different amount of rotation on the obverse than on the reverse. Note on the obverse the rotation amounts to about 1/2 of the width of a star while on the reverse the O of OF from the first strike can be seen BETWEEN the F and A. That is a lot more than 1/2 stars width rotation. Either one of the dies was loose and rotated as well, or this coin was struck by two different die pairs.
