earlier today i saw a 5 coin set that was in one of the half/quarter/dime/nickel/cent capsules, but it said it was put in there by the u.s. mint. I have seen plenty of whitman holders and never this. all of the coins inside the holder were 1942 and all looked uncirculated, the odd thing is the nickel was san fran and the cent was denver while the other three were philly. did the mint really put coins in these holders? if they did would they mix coins from different branches? sorry no photos

It was a year set put together by someone after the coins went into circulation. The US Mint did not produce mint sets in 1942 and only started to produce mint sets in 1947.

I have no idea what capsules you are writing about, but until 1958 all US mint sets were in cardboard sleeves and staring in 1959 they were placed in plyofilm sheets.

    That is obvious after-market packaging.

US Special Mint Sets in 1966 and 1967 were packaged in something like that, but those were the only years.

i have seen the sms holders before, this had the same writing as those but it said something different.

Tom, yes i know that link is obvious aftermarket, but that was the design of the capsule i was talking about

The US Mint did not put coins in Capsules or plastic holders "until" the 1966 and 1967 SMS Coins. Certainly not 1942 and certainly not by mixing coins from different Mints.
