As you can see on the 1st note, the serial number is lower.

Then on the 2nd note, the star is almost touching the part that says NOTE, while the 1st note, the star is farther away. On the 1st note, the star overlaps the DOLLARS part.

Also notice the ink "smudges" on the 2nd note.

Also look at the gap between the SN number and the signature.

I'm wondering if this is a "offset" serial number, but what explains the smudges?

The "smudges" are from a teller stamp, most likely. And what is up with you're tooth? I was not expecting that when looking through your photos.

Well within tolerances. If you compare notes you'll find a lot that are off by a little bit. No premium.
I've got a '77-A $1 off quite a bit more and its not worth a premium either.

Just to let you know that the terminology you used to describe the "mis-alignment" on the note you displayed is not a term most would asscoiate with a mis-alligned note. An "offset".... is a term used to describe a wet ink transfer from one side of a note to another note.
Just wanted to give you some insight on terms.

The minor alignment issue your note displayed is of no real significance as mentioned in another post....good eye though!
