It's hard to tell from your pictures. I would guess MS63, also. However, TPGs seem to overgrade Morgans (imo). I wouldn't be surprised if it's MS64...(or higher).
Look MS-64 when I zoom on it but photo do hide thing!!!! I @ the Rocket City Coin Club were I am a member. One of our member sent his Ngc MS-62 to Pcgs Graded MS-64. Also did not destroy the GSA hold when returning the coin, but how often that happens????

It looks like every other baggy GSA that grades 63-64. Nothing exceptional about the appearance one way or the other. Looks exactly in hand what it is--a low level 64. I got it a couple of years ago, as the dealer had it for a great price, because he had several 85CC GSAs.
