This is the last photo I will attach. Ya'll are making me think I have periedolia or something. LOL I was hoping for a little more help. I think I will just have to send this off to one of the experts. Black arrow is to the top curve and vertical. And the white is the lower curve.
I am hoping that this file I found might shed a little light to this coin. http://www.maddieclashes.com/1960-sd-1960dsd-lincoln-cent-tilted-die-files/
I found a reference. LOL I can put this one to rest. It is a typical Tilted die clash. Found on Maddie clashes. Mine is a little further along than the reference. But still the same. The reference makes no remark to the die chip on the O in ONE rev. http://www.maddieclashes.com/tdc-1c-1960d-11sd/
I think that die deterioration also should be considered for the outlines around the date and RPM. I do not see anything more significant, sorry , Jim
I don't understand. It is a tilted die clash. The second looking D is actually a curved die crack going from the 9 to the 6.
I got ya, Jim If you look at the dash in between the 1 and 9 that is the top cornice of the Memorial. I have two others that came in the holder, Gonna have to see if there is anything that I missed. Some tilted die clashes on the 60D (SD) left some impressive looking coins. Here is one that had multiple Tilted die clashing events. http://www.maddieclashes.com/2547-2/
