Looks more like those "milk spots" that come up on many new silver coins.

Look where the RTY is in LIBERTY. You can see the outline of the print.

It's up to $52.00. And the grade would not be that hard to achive even with a top TPG. (Not that that coin is ms 68)

I did not realize it was the more rare year, but I see that many unslabbed coins are selling for around $40.00.
